CHICAGO -- An inmate at the Cook County Jail said video taken from inside the lockup shows him after he was beaten by guards, and this allegation comes on the heels of a scathing report critical of conditions and the facility and accusing jail guards of using excessive force.

In the Aug. 28, 2008, video, detainees can be seen lined up with their hands against the wall, as uniformed officers prepare to put drug-possession suspect Noel Padilla and his cell mate into the hole.
Padilla said he had complained that white prisoners were treated better than Hispanics and blacks.
"Anything you say wrong that comes out of your mouth, they're going to beat you," Padilla said. "They beat you bad."
The video shows the men attempting to move their belongings out of the cell while handcuffed. Guards can be seen going through Padilla's things, but 11 minutes into the video, there's an edit. The next time Padilla is seen, he's on the ground in handcuffs. His face is red from what he said was a beating at the hands of the guards.
"He came in swinging on us, man," Padilla can be heard saying.
"At least eight more officers ran inside and they just started beating me; stomping me, kicking me, punching me, stomping me, kicking me, punching me," Padilla said, describing the attack.
The behavior Padilla described was documented by federal investigators in a 98-page report released last week, which looked at civil rights violations in the Cook County Jail. One major allegation was the inappropriate and excessive use of force by the guards.
Cook County Sheriff Tom Dart blasted the report, acknowledging that while there are problems at the aging facility, great progress has been made since he took office. [Read More...]
"They can make life as miserable as they want for somebody," said civil rights attorney Ed Fox, who is suing the county jail on Padilla's behalf.
Padilla, who served a two-year prison sentence, said what happened to him at the jail happened to others.
"They'll do anybody in there like that," Padilla said. "I saw a lot of beatings."
The federal government is not suing the jail over the alleged incidents, but the Justice Department has threatened that if the situation doesn't improve, that civil rights suits can occur.
As far as the Padilla case, records show that several guards accused Padilla of hitting them first.
